Portland, Oregon has been covered by an alarm law since 1978.  However, up until 2001, the alarm law in Portland was administered by the Multnomah County Sheriff’s Office.  In 2001, Portland decided it was time to handle their own program and began self-administration. This was challenging for them and it took three years to fully clean up their accounts so they could begin enforcing the ordinance.

Portland has a population of 585,000 in an area of 130 square miles. It is located in the Northwest section of Oregon, and, much like Montgomery County, has both the very wealthy and the very poor. Portland has 36,523 registered alarm users with about 3,600 new registrations each year.  They have saved over $3,000,000 since May 2001, when they brought the program in-house. They also saved the equivalent of 4 full time staff positions due to efficiencies. Last year alone, Portland collected $1,080,000 in revenues as a result of their false alarm reduction program.
