Rationale: Leawood's program has been operating since 1995 with an ordinance taken from the NBFAA/FARA Model Ordinance. With the complete support of two Chiefs of Police, the Command Staff, the officers and the Communications staff, the City of Leawood has seen a growth in alarm systems of 33% in both residential and commercial systems while continually reducing the number of alarm dispatches. In 2005, the 1,925 alarm dispatches were the lowest since 1988 and produced a false alarm rate of .410. When you contrast this number with the 3,306 alarm dispatches in 1993, one can see the progress that has been made by a Department fully committed to false alarm reduction.
